THE REGULATORY REFORM (FIRE SAFETY) ORDER (FSO)
BECAME LAW ON 1 OCTOBER 2006

LEGALLY YOU MUST COMPLY! WHAT IS THE FSO?
Fire authorities no longer issue fire certificates and those previously in force now have no legal status. The Regulatory Reform (Fire Safety) Order (FSO) replaced most fire safety legislation with one new Order. It means that any person who has some level of control over premises (normally the employer) must take steps to reduce the risk of fire, consider how to contain a fire should one break out, and then also make sure people can safely escape if there is a fire.

• All fire alarm designs should be based on an assessment of the risk
• All Fire Risk Assessments should be carried out by a competent person
• Fire Risk assessments must be reviewed regularly

WHERE DOES THE ORDER APPLY?
Virtually all premises and nearly every type of building structure and certain open
spaces. If you would like to find out more about how SmartWired Electrical can help you
comply with the FSO please contact us

A fire alarm system is a network of interconnected devices and components designed to detect and alert occupants of a building or facility in the event of a fire. The primary goal of a fire alarm system is to provide early warning of a fire, allowing occupants to evacuate the building quickly and safely and enabling the fire department to respond as quickly as possible.

The components of a fire alarm system may include smoke detectors, heat detectors, flame detectors, manual call points, fire alarm control panels, and notification devices such as horns, strobes, or speakers. When a fire is detected, the system triggers an alarm, which activates the notification devices to alert occupants of the building to the potential danger.

Modern fire alarm systems may also include advanced features such as addressable systems, which allow the exact location of the fire to be pinpointed, or wireless systems, which can be installed without the need for extensive wiring.

Fire alarm systems are required by law in many commercial and industrial buildings, as well as in some residential buildings. Regular testing, maintenance, and inspection of the system are also important to ensure it remains in good working order and can effectively detect and alert occupants in the event of a fire.

Emergency lighting

Emergency lighting is a range of backup lights that will operate fully automatically in the event of a power failure. It provides sufficient illumination to enable all occupants of a building to evacuate the premises safely during a blackout.

UK legislation requires that both new and existing buildings meet the Workplace Directive (89/654). Fire certificates are no longer issued or used to demonstrate compliance with fire safety.

Regulatory Reform (Fire Safety) Order 2005
The Fire Safety Order 2005 applies to the majority of non-domestic premises and outlines who is responsible for compliance:

Past responsibility (pre 2005) Fire Authority: Fire certificate
• Inspects property
• Instructs what
must be done
• Issues fire certificate

New responsibility Owner/occupier: Risk assessment
• Responsible for
own risk assessment
• Decides level
of protection required
• Responsible for
own fire certification

Emergency lighting is a type of lighting that is designed to operate automatically during a power outage or other emergency situation in which the normal lighting system has failed. The primary purpose of emergency lighting is to provide illumination that enables people to safely evacuate a building in the event of an emergency, such as a fire.

Emergency lighting may include exit signs, which are illuminated signs that indicate the location of emergency exits, as well as emergency lighting fixtures such as wall-mounted lights or ceiling-mounted lights. The emergency lighting system is typically powered by a backup power source, such as batteries, which is automatically activated when the main power supply fails.

In addition to providing illumination for evacuation, emergency lighting can also aid emergency responders in accessing the building and identifying potential hazards. Emergency lighting systems are required by law in many commercial and public buildings, as well as in some residential buildings.

Regular testing, maintenance, and inspection of the emergency lighting system are important to ensure it remains in good working order and can effectively provide illumination during an emergency situation.
